Finance in Motion debuts debt issuance platform
that unlocks private capital for new impact investments
Frankfurt, 6 August 2026 – Finance in Motion together with L&G and Texel, has demonstrated a new capability to mobilize private capital through its debt issuance platform, enabling assets from its impact investment activities to be placed with private institutional investors and freeing up capital for new high-impact investments. The development highlights how innovative structuring can help scale blended finance more efficiently while expanding the role of private capital in sustainable investment strategies.
Developed by Finance in Motion as part of its broader structuring and asset management expertise, the platform makes it possible to transfer selected, mature assets into a format suitable for private investors. In the first transaction executed through the platform, L&G acquired the inaugural asset with credit insurance arranged via Texel, demonstrating how institutional investor demand can be connected to impact assets through an insurance structure. The transaction illustrates how private capital can be channeled into proven impact investments and in turn help unlock capacity for new investments. Together, this strengthens the scalability of blended finance by allowing public and catalytic capital to be redeployed where it is needed most, while private investors gain access to proven, impact-oriented opportunities.
The capability is notable because it has been developed by a boutique private debt house rather than a traditional bank-led capital markets platform. It also marks an important milestone for the market: Finance in Motion believes this is the first time such a structure has been implemented in connection with an Article 9 blended finance strategy, demonstrating how impact-first investment approaches can evolve to attract additional institutional capital while maintaining integrity of purpose.
By creating a mechanism to move established assets to private investors, Finance in Motion can unlock fresh capacity for new investments with environmental and social benefits. The result is a multiplier effect: existing impact continues, while recycled capital is redeployed into additional projects that contribute to long-term sustainable development outcomes.
“This is not just about a single transaction,” said Melanie Aimer, Chief Commercial Officer, Finance in Motion. “It shows how blended finance can evolve, how private capital can be brought in more systematically, and how innovative platforms can help scale impact by putting capital to work again and again.”
Jake Harper, Head of EM Private Debt, Asset Management, L&G:
“We’re pleased to partner with Finance in Motion and Texel on this transaction, which demonstrates how innovative structures can help mobilize private capital into emerging markets. Investing on behalf of our pension and insurance clients, this marks another step in our participation in B-loan-related investments, providing access to established impact assets while helping unlock capital for new opportunities. We believe approaches like this can play an important role in scaling sustainable finance.”
Alan Ball, Head of Structured and Bespoke Solutions at Texel commented, “It was a privilege to work with the highly experienced and knowledgeable teams at Finance in Motion and L&G respectively on this transaction. This transaction leveraged both the in-house structuring expertise of the Structured and Bespoke Solutions team and Texel’s market-leading experience in supporting development finance projects, which, combined with the creative and collaborative approach of the parties, allowed us to set this important precedent."
For institutional investors, particularly insurers and other private capital providers, the platform points to a new model for accessing de-risked, impact-oriented investment opportunities in high-growth markets. For Finance in Motion, L&G, and Texel, the transaction demonstrates a practical way to expand the reach of blended finance by connecting catalytic capital, private investment, and measurable impact more dynamically.
